The Gates Foundation held its second consultation with civil society for Bill Gates' report on development finance to be delivered at the Cannes G20. The consultation is the second of three such meetings scheduled to help inform Mr Gates of NGO perspectives of development finance. The consultation was held in on the sidelines of the World Economic Forum's Africa meeting in Cape Town South Africa on the 6th of May. The previous meeting took place at the World Bank/IMF Spring Meetings in Washington. The final consultation is likley to take place in Europe in late June.
President Sarkozy has asked Bill Gates to write a report on possible ways of financing African development including aid, innovative finance and other sources of financing. Mr Gates is personally writing the report, although his foundation is supporting him in this work.
The Global G8 & G20 Working Group has been commissioned by the Foundation to collect civil society input to the consultation. The Working Group is assisting with putting together the consultations as well as collecting submissions for the report. To this end, the Working Group has put out a set of criteria for interested groups:

The Gates Foundation is requesting input on three specific issues:
- ODA
- Innovative Financing
- Other Sources of Financing
· There is a 2500 word limit
· Organizations are urged to send a single submission.
· The DEADLINE is JUNE 6, 2011.
